An application for a Certificate of Entitlement is determined by the Home Office nationality team of the UKVI in Liverpool. This page outlines options available to a practitioner if an application is refused.Note that right of abode exists automatically, and a Certificate of Entitlement is just the evidence of it.
A British citizen has right of abode and there are other means of documenting this, such as a British Passport. Where right of abode is held by a non-British citizen a Certificate of Entitlement is usually the only form of evidence. Note that some such persons may now also qualify for British citizenship under section 4L of the 1981 Act, to find out assess the person in AORA.
