Refusal is usually on the basis of either non-recognition of the identity claimed by the applicant; or non-recognition that the applicant is a UK national.
No UK legislation supports entitlement to a passport or a right of appeal against a refusal. But administrative law provides a basis for judicial review. Furthermore, if the refusal is on the basis of non-recognition of nationality, then there may be other routes to follow which are described in the guide.
